Executive Summary

Assured Guaranty is the dominant survivor of the financial-guaranty insurance industry — the business that insures municipal bonds and certain structured-finance securities against payment default. AGO is essentially the last man standing from a pre-crisis industry that included MBIA, Ambac, FGIC, FSA, Syncora, and CIFG; nearly all of those peers either failed during the 2008-2009 financial crisis or ran off their books in the years following. AGO emerged from the crisis with capital intact, acquired FSA from Dexia in 2009 for a fraction of book value, and has spent the subsequent 17 years compounding book value while the broader industry has run off.
